As soon as a user is added, he will receive a confirmation email that needs to be actioned to fully set-up his user access. If the user is unable to receive the confirmation in his email, check the username assigned and have the user click on Didn't receive confirmation instructions? at the Shippit login page.
If your user already has an access to another Shippit store, you no longer need to assign a password for them. Just type in their email address and click on the blue Update button.
